The purpose of this book is to explain why, after the occurrence of unconstitutional changes of government, a period of transition is necessary. The author sustains the view that periods of transition present opportunities to not only set up the structural foundations of the soul of the nation, but also to establish solid democratic institutions and durable peace. He believes that the success of a democratic transition is founded on the way transitional institutions are organised, as well as on their commitment to peace and to democratic values.
