In Paris, the richest 1 percent owned about 67 percent of total private property in 1910, versus 49 percent in 1810 and 55 percent in 1780. #4 The rise of the welfare state between 1910 and 1920, and the stagnation of this state since the 1980s, has led to a certain equality of access to the basic goods of education, health, and economic and social security in Europe. However, the march toward the social state will have to resume in rich countries and be accelerated in poor countries.
